2026 Florida Legislative Special Sessions – Redistricting and the Budget

This week, the Florida Legislature began a series of Special Sessions in Tallahassee by taking up and approving a new Congressional Redistricting Plan. This special session was held on Tuesday, April 28, and Wednesday, April 29 and now the Governor will consider signing the measure into law. Regardless, legal challenges are expected following its adoption, as the revised districts are poised to create downstream impacts on federal, state, and local elections throughout the Central Florida region and across the state.
Next, a second Special Session, focused exclusively on the state budget, will take place from May 12 through May 29. The process will begin with conference committee meetings from May 12 - 15, where the House and Senate subcommittee negotiators will work to resolve budget differences. Any outstanding issues will then move to the full conference appropriations committee chairs for final reconciliation. Following Memorial Day weekend, legislators are planning to return to Tallahassee to vote on the final budget -completing the process and establishing the state’s funding priorities for the upcoming fiscal year beginning July 1, 2026.
CFHLA’s primary focus will remain on the budget Special Session as we continue to monitor the final movement of our top priority issues, including the Tourist Development Tax (TDT), education, transportation, infrastructure, and housing funding initiatives, Visit Florida funding, and property taxes. Once the budget is finalized and all Special Session policy matters are concluded, CFHLA will provide a comprehensive Post-Legislative Session Report. We remain optimistic about closing out the Session strongly on behalf of our industry’s priorities - so stay tuned.

CFHLA PAC Raises Funds at Tee It Up For Tourism
|
Earlier this month, the CFHLA Political Action Committee (PAC) hosted its annual Tee It Up for Tourism Fundraising event at Eagles Edge at Omni Orlando Resort at ChampionsGate. The event hosted over 250 attendees, including several prominent state and local elected officials, such as Orange County Mayor Jerry Demings and Florida Senate President Pro Tempore Jason Brodeur. Their participation highlighted the importance of collaboration between government and the hospitality sector.
The net proceeds from this fundraising event will go towards the CFHLA PAC, which will fight to protect and support the interests of the Central Florida hospitality and tourism industry throughout the 2026 Election Cycle. This includes educating and mobilizing our members to become more politically active and to support a bipartisan slate of state and local candidates, that we consider "pro-tourism" and hospitality champions.

Meeting with Our Elected Officials: Newly Elected City of Orlando Commissioner Tom Keen and Orange County Comptroller Phil Diamond

Recently, several of CFHLA's leaders had the opportunity to meet with Tom Keen, City of Orlando Commissioner for District 1, for the first time since he took office in January. We were proud to showcase one of the properties in his district, the Hyatt Regency Orlando International Airport and share how we support and advocate for Central Florida’s hospitality industry. We also discussed how we can be a resource to both his office and the community he serves, as well as some collaborative solutions for the key issues impacting the city.
Also, CFHLA President/CEO Robert Agrusa and Government Affairs Manager Zack Brodersen met with Phil Diamond, Orange County Comptroller, as part of our ongoing outreach to local elected leaders. The meeting provided a valuable opportunity to connect directly with the Comptroller and his team, as we discussed a variety of priorities that are important to the Central Florida hospitality industry.
These meetings marked an important step in continuing to building a strong relationship with our local officials, as we focus on strengthening and supporting our regional workforce, the thousands of small businesses who rely on the tourism and hospitality industry, and the long-term growth and economic vitality of the region.

CFHLA Says Farewell to Orange County

In order to run for the Mayor of Apopka, Commissioner Moore was required to resign from her District 2 seat on the Orange County Board of County Commissioners. Therefore, several of CFHLA's leaders attended her final Board of County Commissioners meeting on April 21, to celebrate and thank her for her many years of service and support to Orange County and its residents.
We truly appreciate your leadership Commissioner Moore, and for your consistent support of the hospitality and tourism industry throughout your tenure on the Board!

Governmental Affairs Committee Hosts
City of Orlando Commissioner Tony Ortiz

This month, CFHLA’s Governmental Affairs Committee held its April meeting at the DoubleTree by Hilton Orlando Theme Park Resort (Thank you Jason Lopez, General Manager, CFHLA Treasurer and GA Committee Chair).
The meeting featured City of Orlando Commissioner Tony Ortiz, District 2 as the special guest speaker. Commissioner Ortiz provided several updates on the key local policy priorities facing District 2, including economic and workforce development, infrastructure needs, and public safety concerns. We are grateful for Commissioner Ortiz's time and for his continued alignment with the priorities of Central Florida’s hospitality and tourism industry. This alignment underscoring the importance of strong collaboration between the City of Orlando and our industry to support sustainable growth and a vibrant visitor economy.
Also in attendance were members of the newly created NextGen Leadership Council, who had the opportunity to observe and participate in CFHLA’s advocacy efforts for the first time. Their engagement marks an important introduction to the organization’s advocacy efforts, as council members deepen their involvement in industry advocacy and leadership development throughout the year.

CFHLA Strengthens Regional Collaboration
with Lake County

Earlier this month, CFHLA President/CEO Robert Agrusa was invited to present in front of the Lake County Tourist Development Council, by formally introducing the association and highlighting our growing role across Central Florida region.
The presentation focused on strengthening collaboration between CFHLA and Lake County, with an emphasis on identifying shared priorities, opportunities to promote further tourism to our destination, and further alignment on workforce development and training for the industry.
By fostering this new partnership, both CFHLA and Discover Lake County, Florida hopes to grow a thriving tourism economy that will benefit our Lake County hoteliers and their team members, local small businesses, and the broader community.

CFHLA PAC Hosts Successful Luau Fundraiser
at Coco Key Hotel and Water Resort

Thank you to our CFHLA members and families who joined us for a CFHLA PAC Luau Fundraiser at the Coco Key Hotel and Water Resort Orlando.
This festive evening of networking and entertainment included authentic luau experience featuring a lively Polynesian performance, traditional cuisine, and refreshing beverages in a relaxed, family-friendly setting. Plus, the fundraiser provided a unique opportunity for members to connect outside of the typical professional environment while supporting the CFHLA PAC’s advocacy efforts.
Overall, the fundraiser was a strong success, raising more than $12,000 to further CFHLA PAC’s mission of supporting and advocating for the tourism and hospitality industry. Once again, thank you to General Manager and CFHLA PAC Board Member Frank Dolley and the entire staff at the Coco Key Hotel and Water Resort for hosting an incredible fundraising event!

CFHLA Engages within the Community

CFHLA recently attended the “State of Real Estate: Orange County” event, hosted by the Orlando Regional REALTOR® Association, which brought together industry leaders, elected officials, and community stakeholders to discuss the current trends and outlook of the local housing market. The program provided attendees with timely insights into the challenges and opportunities shaping Orange County’s real estate landscape, including housing supply, affordability, and continued regional growth.
The discussion emphasized the importance of data-driven decision-making and cross-sector collaboration as Orange County continues to experience rapid development and population growth. Overall, the event served as an important platform for aligning industry perspectives and reinforcing housing affordability is a priority that will help guide sustainable growth across Central Florida’s real estate and tourism-driven economy.

This suggested donation was included on your annual dues invoice and all contributions help CFHLA expand its efforts to support Hospitality-Friendly candidates who are running for local and state offices throughout the 2026 election cycle. Throughout the 2025 Election Cycle, five (5) CFHLA PAC endorsed candidates were elected into office. This was an 83% success rate.
